This is a particularly pernicious piece of legislation. It can be used to silence any voice against anything the government wants to do. It can be used to silence radio, news websites and blogs. Type in HR 1955 in Thomas to read the bill.

  The HOUSE BILL 1955 could well be called the "boogie man/paradox bill". Why because on the one hand it chases boogie men that aren't there, seeing a "terrorists in every closet" and paradoxically will never be used for the purpose it was apparently designed for; to defend against terror..

  The term "homegrown terrorists" would best be applied to those politicians and their invisible backers who would, write, sign and in act this legislation. Its main purpose is apparently to "terrorize'" dissent. Based on Sec.899B. "findings" section of the BIll, these puppets of the NEW WORLD ORDER (same as the old--by the way) see citizens thoughts (ideology in their terms) as a threat. A threat to what is not clear, but they are sure it will be violent and require draconian measures. Measures to be put in place later as "mission creep" allows these people in your front door , where they will then legislate further. They are willing to throw fortunes of tax money at this problem (their Bill, your money) under Sec. 899C. Of course, this will appeal to that despicable part of our society (a lot like them) that values profit and ambition above all else, including rights and security. They are also applying money to social services, that underpaid and overworked segment of our society who, as a personal philosophy, have a lot of trust in the humanity. However tracking any money from this segment of society and thinking that they have the common good in mind would be like signing a contract with the devil in blood and expecting the best from the deal. If this Bill were applied as it would truly be intended, those that wrote and signed it should be arrested for treason and for the real efforts at homegrown terrorism, for like some mid-eastern potentate, it aims to frighten not evil doers, but questioning subjects. Their is not enough terrorism in this country to warrant this. Are we to let those exploiters that are making a species and endless war on terror their cause celebe, subvert the Constitution and bend the world to their evil machinations, plunging us into a dark age of tyranny and slaughter or should we use this legislation to snag them in their own net? Does might make right? Its easy to see who the real bullies are here. We can't wait until we see this fascism put into effect, and see if it were ill advised, then it would be too late.

  The writers of the Bill are trying to use terror as a "phrase of fear" a fascist tactic to subvert democracy. All Fascist states start out as democracies until a once-vigilant populace is convinced of its inadequacy, then it is too late. Who is the terrorist here? For one, they intend to put "cells' within the Universities to monitor activities. Of course, they would not call what they do "cells" but instead, under Sec 899D they would call these "Centers OF Excellence For The Study Of Radicalism And Homegrown Terrorism IN The United States.". Since the Bill specifically disallows the money to be used for building, it takes out the usual type of "pork" and replaces it with stealth. The created "cell", or as the Homeland Security Agency's book of euphemisms would rather use, agency would then obtain a nondescript office at the university and set about making interesting the boring lives of college professors and students as they go to work in the psychotic search for enemies to please their gushing bosses. All dissension would be suspect. especially against the gestapo--oops I meant Homeland Security or Heir Bush, or Her Majesty HIllary.

  In a time of "extraordinary Rendition'" where our government in its hypocritical charade of "white-hat, good-guyism" sends people it mistrusts to be "disappeared" to other countries where they can be tortured and killed, are up to an "international cooperative effort' in SEC. 899E. Section B of this noxious BIll. Of particular interest is the particularly conspicuous Quote: "TO the extent that methodologies are not (I repeat not) permissible under the Constitution, the Secretary shall use the results of the survey as an aid in developing a national policy in the United States on addressing radicalization and homegrown terrorism" I would like to call this the "lynch mob" clause.

  3 Get public to agree to "show trials" Who are they then to survey, that segment of the public under their control or in their pay? Maybe they could just go into a bar, buy everyone drinks after their football team has just lost and show them how radicals are to blame for the sorry state of football. Then they could survey them on what to do with these evil doers that they will point out to them; well you see what I mean. None of this legislation is ever clear on implementation, purposely.

  Sec 899F is what could be called the disclaimer. Like a guy who beats you up after he robs you, then explains to you how it was your fault. "If only you hadn't gave me that look when you gave me the money, I wouldn't have pummeled you so bad," Then helps you up and begs his regrets, so that you are now to give him some sympathy, since he understands your distress. This section allows for an Auditor (bigger bureaucracy) to be in place to make sure no one civil rights were stepped on. Since this legislation is in itself unconstitutional this is amazing. The IRS also has such an office if you disagree with their verdict, Suffice it to say few people succeed in it, It is unheard of for a bureaucracy to police itself, except when its own safety is on the line.

  The Senate Bill S. 1959 (very similar) has an even more ominous development in it. IN Sec 899C of that Bill we find them building a bureaucracy of sinister proportion. They would build a National Committee composition as follows, 12 members--2 members appointed by President: 2 members appointed by Majority Leader of Senate: 1 member appointed by Minority Leader of Senate: 2 members appointed by Speaker Of The House: 1 member by MInority Speaker of House:;the remaining 4 appointed by Homeland Security (Are they a part of government or just an office).

  The House BIll was presented by Representative Jane Harman and MR, Reichert. The Senate Bill by Ms.Collins and Mr. Coleman. The main danger of course is giving intelligence agencies such a mandate, Intelligence agencies reside in a dark, underworld where nobody is to be trusted and enemies are everywhere. It is natural they should be this way, but how many agencies are necessary and considering the nature of their game? how far should they be trusted? Our world is open and theirs is secretive, disallowing oversight, and since lying is their forte who could do any real oversight over them anyway? Ideologies are nothing dangerous without intelligence agencies. Hitler would never have came to power without the S.A., Mussolini without the "BROWN SHIRTS" and Lenin without German Secret Agents. Once intelligence agencies implant themselves in government their paranoia becomes rampant throughout the society. Eventually a system of "purges" begins. You are seeing the infancy of this here. The bill should be used to investigate intelligence agencies in the country were the real terrorists are trained and supported, but, as you know, it will never be used like that. You will just give questionable agencies a mandate by a questionable President and a questionable Congress and Senate to support efforts at totalitarianism, a grab is once again being set up and history tells us it always ends in disaster. History will not forget the sponsors and signers of these traitorous and UNCONSTITUTIONAL Bills They are either pawns or fools. Once Civil Rights are so blatantly dismissed the society will become Stalinist, As Stalin once said "one mans death is a tragedy; a million just a statistic."
